Presented by Minister of State for Hydrocarbons Mohamed Arkab to the National People’s Assembly finance committee, the program aims to strengthen exploration and production while increasing processing capacity. Its scale is significant, but impact will depend on actual capital mobilization, project execution and meeting growing domestic demand.

An announced envelope, investment still to deliver

The $71.6 billion represents a planned investment program through 2030, not money already spent or fully secured financing. According to the minister’s presentation, around $52 billion is intended for upstream oil and gas, particularly exploration and field development. Some $13 billion relates to refining and petrochemicals. These two principal lines do not necessarily summarize all program expenditure.

The distinction between announcements, financial commitments and delivery will be decisive. In a capital-intensive sector with multiyear projects, the gap between headline budgets and executed investment can be substantial. Timing will depend on investment decisions, contracts, equipment availability and construction progress. The figures indicate strategic direction; alone, they guarantee neither completed facilities nor production targets.

Producing more to preserve export availability

The stated target is around 201 million tonnes of oil equivalent in primary hydrocarbon production in 2030, against nearly 193 million expected in 2026. This growth should meet rising domestic consumption and maintain exportable volumes. The equation is central: oil and gas remain Algeria’s main foreign-currency sources, but also supply domestic consumers, industry and electricity generation.

Higher gross production does not automatically mean equivalent export growth. It must first offset some fields’ natural decline, meet changing domestic demand and account for transport and processing capacity. Exploration and development must therefore enter service at the right pace to stabilize marketable production. Sustained revenue will also depend on international prices, contracts and infrastructure reliability.

Initial 2026 indicators illustrate these revenues’ importance and exposure to global markets. Mohamed Arkab reported $37.5 billion in hydrocarbon export revenue during the first nine months. This reflects both sold volumes and period prices. It cannot be mechanically extrapolated over the full year or alone measure new investment performance.

Refining and petrochemicals: capturing more value locally

The program also includes refining and petrochemicals. The aim is to process more resources domestically, broaden available products and reduce some import dependencies. Authorities target increasing locally processed hydrocarbons to more than 50% of primary production, against around 30% currently according to presented data.

This structural change can improve domestic value capture, but requires markets and sound project economics. Refining and petrochemical units need regular feedstock, supporting storage and transport investment, and markets able to absorb products. Installed capacity does not guarantee nameplate operation: equipment availability, energy costs and maintenance will affect results.

Investment choices must also balance raw material exports against domestic processing. Refining can meet domestic demand and create industrial value chains, while petrochemicals open markets in plastics, fertilizers and other inputs. Success will be measured by actual utilization increases, product competitiveness and added value, rather than announced budgets alone.

The upstream challenge: exploring, renewing and attracting partners

With most funding directed upstream, Algeria aims to renew resources and consolidate production capacity. This must cover exploration, discovery development and modernization of existing facilities. The ministry also said Sonatrach recorded 17 discoveries since the start of 2026. A discovery becomes production only after technical and economic evaluation, development decisions and construction of required equipment.

Technology, financing and skills access remain competitive factors. Authorities seek exploration and development partners while relying on Sonatrach. Contract terms, regulatory visibility and risk sharing will influence investor interest. In a market where companies compare multiple basins, announcements must be followed by precise schedules and tenders converting opportunities into actual work.

Success will be measured through execution

The plan addresses a long-term constraint: preventing domestic demand growth and field decline from shrinking export headroom. Effects will not be immediate. Production depends on the interval between exploration and commissioning, while industrial projects must pass financing, construction and ramp-up stages.

Several indicators will be more informative than the total envelope: actual spending, new projects reaching final investment decisions, marketable production trends, refinery utilization and the domestically processed share. Meeting deadlines and partnership quality will also show whether the country can turn ambition into operational assets.

The $71.6 billion gives Algeria a substantial investment framework for the decade. Outcomes will nevertheless depend on consistency among upstream activity, transport, refining and markets. If these advance together, the program can maintain export revenue while developing more local added value. If projects are delayed or domestic demand absorbs a growing share of volumes, preserving exports will remain difficult.

Algeria plans to allocate $71.6 billion to hydrocarbons through 2030.
